    BRUSSELS / RankWire.AI / – In a key move toward enhancing European strategic independence, authorities in Brussels responsible for space exploration entered into a binding implementation agreement with the SpaceRISE consortium to expand the IRIS² satellite constellation. After completing detailed technical and financial negotiations initiated in January 2026, the agreement officially transitions the EU’s multi-billion-euro satellite communications project from initial concept to full-scale manufacturing. The new, larger architecture promises faster launch schedules and delivers secure, tamper-proof connectivity tailored for government and military users.

    According to the updated agreement, the core satellite network will grow from 282 planned orbital units to 348 active spacecraft. The revised design incorporates 330 satellites positioned in higher low Earth orbit alongside 18 in medium Earth orbit, with optional orbital positions kept for specialized mission needs. This implementation confirms the final timelines for satellite manufacturing, launch procurement, secure ground segment development, and operational connectivity services. The schedule for the main constellation indicates initial satellite launches starting in 2029, enabling participating member states to access sovereign connectivity soon afterward.

    Expanding the satellite constellation directly responds to increased security concerns and the evolving defense operational landscape across Europe. The updated architecture involves technical upgrades to the baseline satellite hardware and the addition of 66 low Earth orbit spacecraft dedicated specifically to defense forces, national security agencies, and emergency responders. Official assessments suggest this growth will boost secure governmental communication capacity by 60 percent within EU borders and by 54 percent worldwide, strengthening regional capabilities during complex emergencies and infrastructure crises.

    EU Commission Formalizes Contract for IRIS2 Constellation Expansion

    The SpaceRISE consortium, responsible for key development activities and a 12-year operational concession, brings together major European satellite operators such as SES, Eutelsat, and Hispasat. The implementation process is closely coordinated with the European Space Agency, which offers engineering support and launch coordination. The industrial manufacturing process involves a broad network of European aerospace leaders, including Thales Alenia Space, Airbus Defence and Space, and OHB, alongside telecom providers Orange and Deutsche Telekom.

    Funding for the larger satellite network is structured through a public-private partnership, combining financial contributions from the European Union budget, national governments, and private sector investments from consortium members. Member states are formalizing individual funding commitments to support long-term deployment during the 2028–2034 budget period. Official government sources confirm Poland allocated 656 million euros, Hungary dedicated 500 million euros, and Spain announced planned investments ranging from 1.6 billion euros to 2 billion euros, with additional national funding agreements under negotiation.

    Technical Improvements Enhance Governmental Secure Communications by 60 Percent

    This expanded network will also serve non-EU nations, including Norway and Iceland, through specialized administrative agreements. As the third flagship space project following Galileo and Copernicus, IRIS2 aims to provide high-performance, tamper-proof communications for public authorities while addressing digital connectivity gaps in remote regions. The integrated system will operate using military-grade encryption standards on dedicated spectrum bands to safeguard critical infrastructure against cyber threats and physical signal disruptions.

    With manufacturing now underway across various European industrial sites, the European Commission and SpaceRISE will oversee phased deployment milestones leading to initial orbit testing. The execution of this agreement guarantees that the EU will finalize the contract to expand IRIS2, supporting long-term strategic autonomy and establishing a resilient, European-owned satellite infrastructure capable of supporting civil protection, defense, and commercial digital services well into the future.
