ROME, ITALY / RankWire.AI / – Italy has dedicated €1.55 billion to fund 59 water infrastructure initiatives across 17 regions through its national recovery plan. The Ministry of Infrastructure and Transport finalized the full allocation in less than four months. These funds are allocated for aqueducts, water networks, and related infrastructure with the goal of boosting efficiency, safety, and reliability. This investment expands efforts in a sector under ongoing pressure from water losses, drought conditions, and infrastructure upgrades nationwide.

Southern Italy will benefit from roughly €830 million, accounting for 53% of the total, surpassing the recovery plan’s minimum requirement of 40% for southern regions. Beneficiaries of these projects will contribute approximately €683 million in additional funds alongside public investment. When combined, these resources elevate the total committed investment through the program to over €2.2 billion. The projects aim to upgrade water management systems and reinforce infrastructure that supports local communities and economic activities.
The allocation is channeled via SFNIISSI, Italy’s national financing mechanism for infrastructure investment and water sector security. The government established this instrument in February 2026 as part of the country’s PNRR recovery framework. Applications, grant approvals, and monitoring are managed by Invitalia under an agreement signed in April. Initially, the fund was endowed with €1 billion from NextGenerationEU sources, and in August, an additional €576 million was added specifically for water projects as part of a broader revision of recovery-plan expenditures.
Investments prioritize efficiency, safety, and reduction of network losses
The water fund is designed to support organizations and public entities involved in managing water resources across Italy. Grants can cover up to 90% of eligible costs for efficiency enhancements and structural safety measures. For projects that utilize digital technology to cut water losses, support can reach 85%. The application period opened on May 6 and concluded on June 8, after officials extended the initial deadline. The program emphasizes infrastructure projects aimed at improving water use efficiency, network performance, and the resilience of critical systems.
The fund was set up to finance projects already identified within the national water infrastructure plan and other priority works eligible for support. It encompasses resources for aqueducts, distribution networks, and systems aimed at bolstering water supply security. Distribution of the funds was finalized after reviewing applications submitted during the spring funding window. The additional beneficiary co-financing increases the overall investment beyond the public funds alone. Collectively, the €2.2 billion-plus package reflects the combined value of government contributions and project-level co-financing.
Recent investments build upon previous PNRR water infrastructure projects
This latest funding round follows earlier PNRR initiatives targeting primary water infrastructure. By July, Italy had completed 48 water systems under another recovery-plan measure, surpassing the target of 45, with 37 classified as complex. Authorities also reported the completion of 79 individual interventions carried out by 52 implementing entities. Around €1 billion from PNRR resources financed 124 projects spanning reservoirs, drinking water systems, irrigation, and mixed uses nationwide.
Of the 48 completed systems reported in July, 25 mainly serve irrigation, 20 support drinking-water supplies, and three serve mixed purposes. Italy has also programmed and financed over €6 billion in water-sector projects through its broader infrastructure framework. The new €1.55 billion allocation adds another 59 projects to this national effort. With all resources under the expanded fund now assigned, the program has shifted from application and approval phases toward the implementation of the approved water infrastructure projects.
